Produced as a functional promotional giveaway item by the historic Hugh Reilly Company (Paints & Glass) out of Washington, D.C., this clever tool was given to painters and homeowners to sit atop paint cans to strain out dried paint skins and debris. 
A fantastic detail for collectors: the stamped rim features "NATIONAL 1703," which was the company's official five-digit telephone exchange code back in the 1930s and 1940s! 
Constructed from a lightweight pressed metal, this piece measures 3.5 inches in diameter with a 0.75-inch deep perforated bowl and a 1-inch looping finger handle. It features a wonderful weathered silver-grey patina with authentic minor oxidation and paint-house character.
